Creating an entity like the National Transportation Safety Board to investigate cyber-incidents was first recommended in 1991. Is it a good idea? If so, how would it work? What would it do differently than incident responders do today? How would participation be incentivized or required? What agency or organization should be given the mission? Attendance is strictly limited to allow for a small group experience.
