The need for comprehensive cybersecurity legislation is obvious and urgent but neither governmental nor business self-regulation is enough—we must build a more consumer-centered and people-networked "cybermilitia." Cybermilitia mobilizes individual responsibility in service to the common defense in cyberspace. My session will dig deeper and detail the traditional, constitutional, and legal bases.
