Internet governance is changing. In March 2014, the U.S. government proposed to relinquish the last vestiges of oversight that it retained to manage the IANA function. By September 2015, authority for IANA operations and policy may completely transfer to ICANN. Meanwhile, multilateral organizations like the ITU are seeking a role in international governance.
