There is a huge gap between the world that most cyber policy makers imagine we live in and the world that high-tech businesses deal with daily. There is also a gap between the future technologies that policy makers want to fund and those that are actually possible. Reducing these gaps could open up new possibilities for constructive, non-ideological government action.
