If the FPKI Trust Infrastructure, operated by GSA's Federal Public Key Infrastructure Management Authority, were to become disabled due to an unscheduled outage or compromise, use of credentials across organizations (i.e. federation and interoperability) for access to federal facilities and networks would be significantly hampered, and the cost and burden would return to the individual agencies.
