We should harness Big Tech's contractual authority with users to enhance the ability to accurately predict various forms of cybercrime or cyber-attack. The objective is reliable, data-driven, predictive indicators of susceptibility, where criminal or exploitative intent is discernible through Big Tech's monitoring, analysis and reporting of results of deep-packet and traffic pattern inspection.
