State-deployed surveillance software is grabbing headlines and while it is sold legally, no one is regulating who the malware is sold to, or what constitutes “lawful” usage. Recently we have seen many cases of governments using this kind of software to spy on political dissidents and activists. This session will debate the implications of this kind of malware usage.
